New Claims Comm?

there's a new mod post over at a claims comm, partly because i asked, and then i guess they did some digging.

1-members are allowed ONE fictional boy or girlfriend. not two, cause then it wouldn't be fair someone who only has one.
ok, so if i have one and you have two, i can't claim someone else?

2-members are not allowed to share fictional boy or girlfriend. what if 12 people want the same one?
i'm in a fandom where everyone wants Dean, or Sam, or Wyatt or Jeb.... i've learned to share. :)

so... here's my question: if i make a claims comm where you can claim more than one fictional character AND you can share 'em (and maybe just a general fandom claims stuff, so you could claim objects too), would y'all go for that?
