Thanks for your patience, folks. Caught a bit of a break from school and work, so I thought I'd post. I've no idea where this picture was taken, or whether it's from a TV show or what. I found it on some guy's twitter post.

I think it might be from A Mother's Nightmare. It was a Lifetime movie. He didn't have a lot of screen time, but I think this scene was from that, when he was meeting with his ex-wife to talk about their kid or something.
